From what I've seen of the Utah legislature, you'll need to make a sizable donation then you might find they support just about anything.

Not to get political, but, take for example the recent S.B. 45, Utah Fit Premises Act Amendments, and H.B. 381, Municipal Land Use Provisions, Both passed with only 1 vote against either. but now they are holding hearings and town hall meetings http://heraldextra.com/news/local/central/provo/article_0afe5796-5f94-5334-a29c-0b461d5b4bdc.html about the big OOPS that it was.
